Remember when there was discussion of the #gdpr and some people said they didn't like that it laid extrajudicial claim to the whole internet? Most people derided this argument as Americans wanting to keep the internet corporatized.
Now we have #article13 of the EU Copyright Directive. Any service that allows users to upload content must implement a filter similar to YouTube's Content Id. And once again, this applies to any service that an EU user could use, regardless of location and size.

Imagine YouTube Content ID, but for everything: blog comments, tweets, Github commits, Instagram photos, replies to newspaper articles, rental listings, dating profiles.
